In fact if anything human development appears to have flattened or leveled off the rise as seen in the graph around 5,000 years ago which would be when cities started to be developed during the paleolithic age.

The biggest problem was that California's Governor and Los Angeles' mayor had allowed water reserves to drop dangerously low. Within hours LA fire fighters did not have enough pressure to reach residents of Pacific Palisades.

The only reason water pressure dropped was because the infrastructure was unable to support the volume of water needed.
